David Bailey is an experienced International Business Development Manager with an in-depth understanding of competitive tendering for Government contracts in the UK and Europe that includes:

  • Tender selection, tender management, financial modelling, tender writing and editing, submission and post-tender negotiation.
  • Business Develop strategy and implementation in domestic and European markets.

  • Implementation, major contract set-up and P & L responsibility in new markets in UK and Europe.
  • Recruitment, training and Team leadership in UK and International markets.
  • Support for private sector contractors, Government and Government Agencies in public policy design and development.


David’s recent experience includes:

  • Developing, managing and writing (in partnership) a successful tender to the DfE for the establishment of an Alternative Education Free School.
  • A4e Group Ltd. Developing strategic sales and business development plan for A4e Group in France, lobbying and influencing French Public Sector policy. Selection & management of tender opportunities, identification of potential acquisition targets. Stakeholder management.
  • Supporting Avanta, a major UK Welfare to Work contractor, in the development and drafting of ESF, OLAS and Work Programme tenders (resulting in securing 3 Lots with total value of c£500m).
  • Developing a comprehensive procurement, contracting and management framework for rural skills development for Indian State Government


Implementing business development framework, tender selection and management process for specialist private sector education provider, including submission of tenders for ESF, LEAs and DfE Free Schools.
